Due to COVID-19 and public health concerns, public attendance was not permitted at this meeting. The Chair and other members of the Committee participated remotely. Mohile, CALL TO ORDER: Mayor Mennill took the Chair and called the meeting to order at 1:07p.m. DISCLOSURE OF PECUNIARY INTEREST and the General Nature thereof: No disclosures of pecuniary interests were declared. Carried. 4 RESIDENT ON-LINE SURVEY/QUESTIONNAIRE: The Committee reviewed a sample survey template received from Leamington regarding resident satisfaction with police services.The Committee agreed that the content and format of the questionnaire would provide good feedback from Malahide residents and suggested that in addition to the answer options , an additional should be added as some residents may not be familiar with certain aspects of police services. The Committee discussed whether or not to include any questions related to costing of police services. Following some discussion, the Committee agreed to postpone the release of the survey until after more detailed information regarding policing services is available from both the Aylmer PoliceServiceand the OPP. PUBLIC CONSULTATION MEETINGS: The Committee agreed that, in addition to obtaining feedback from the public via a survey,in-person meetings should also be held. The Committee noted that indoor gatherings of 50 peopleare now permitted. The CAO suggested that in order to accommodate anyone wishing to attend a public meeting, then a series of meetings should be held. The Committee agreed that such meetings could be held in late September at Malahide Community Place in order to ensure physical distancing. COMPARISON AYLMER POLICE SERVICES VS ELGIN OPP: The Committee reviewed a draft comparison chart that had been prepared by the Vice-Chair following the last meeting. The comparison chart includes a review of policing services, an analysis of all police service options, a scenario comparison, and service level provision and cost exposure. The Committee noted that additional information is required from both the Aylmer Police Service (APS) and the OPP in order to effectivelyevaluate the costing proposal received from the APS.The Committee finalized the draft comparison chart and asked the Municipal Staff to forward the chart to both the APS and the OPP for completionand to also invite a representative of each Police Service to participate in the next Committee meeting in order to answer anyadditional questions that the Committee may have. The Chair noted that a meeting had been held on July 29, 2020 with representatives of the Elgin Group Police Services Board and the Mayor, Deputy Mayor and CAO of the Township. The purpose of the meeting was to allow the OPP to present additional information to the Township regarding OPP services and the Aylmer Police Costing Proposal. The Chair advised that early in the meeting it wasdetermined that such information should be shared with all members of the Ad Hoc Working Group. As such, no additional information was provided by the OPP at that meeting. Rather, it was agreed that the OPP would make a presentation at a future Ad Hoc Working Group meeting. 5 NEXT COMMITTEE MEETING The next Council meeting will be scheduled at the call of the Chair. DEMENTIA Lost Person Questionnaire and Search Urgency completed by zone officer. If Search urgency is high Emergency Response Team (ERT) Search Coordinator is consulted. UAS (drone) can be deployed by ERT if required. ERT members and K9 officer would be used to conduct an immediate search if person left on foot. Aviation services (Helicopter). Missing Person would be added to CPIC as Missing and a BOLO sent to neighbouring Police Services. Depending on scope of search and Incident Commander (Staff Sergeant) would set up a Command Post and coordinate search with ERT Search Coordinator. In order to be thorough, the Group asked the Municipal Staff to report back with respect to information related to all available police service delivery alternatives. Comments/Analysis: There are currently seven (7)possible alternatives for providing policing services to Malahidethatare permittedunder the Police Services Act. They are as follows: Alternative 1:The council may establish a police force, the members of which shall be appointed by the board under clause 31 (1) (a). While this alternative that would provide for the most direct control over local police service levels, theoption to constitute a municipal police force has not been formally considered by Malahide Councilpreviously. This is likely due to anticipated cost. A formal costing to establish a municipal police force has not been completed, however, based information obtained from other comparable municipalities, the annual 116 operational costs for such a municipal police force would be significantly higher than the current annual budgeted costs for policing in Malahide. In addition, there would be potential additional costs for specialized services from other police forces(for example, the costs of contracting with a tactical unit, hostage support, explosives response, etc.) to meet theminimum requirements of O. Reg. 3/99. The Townshipwould also have to budget for a police headquarters and necessary prisoner detention facilities. Alternative 2:The council may enter into an agreement under section 33 with one or more other councils toconstitute a joint board and the joint board may appoint the members of a police force under clause 31 (1) (a). As the Working Group is aware, its natural municipal partner for such a joint board is the Town of Aylmergiven that the Town borders the Township.There is also a previous precedent of a joint board being established by the Town and Township to deliver services, specifically the East Elgin Community Complex. The Township didcontemplate this alternative when it askedthe Town to provide a costing for the Aylmer Police Service to provide policing services to the Township. However, the proposal that has been put forward by the Town of Aylmer does not contemplate the establishment ofa joint Police Services Board with the Town. The Town hasconfirmed that it would be interested in providing police services to the Township, but not under this section of the Act at this point in time. Alternative 3:The council may enter into an agreement under section 6 with one or more other councils to amalgamate their police forces. This option wouldnot apply to the Malahideas the Township does not have a current municipal police force to amalgamate with another municipality. Alternative 4:The council may enter into an agreement under section 6.1 with the council of another municipality to have its police services provided by the board of the other municipality, on the conditions set out in the agreement, if the municipality that is to receive the police services is contiguous to the municipality that is to provide the police services or is contiguous to any other municipality that receives police services from the same municipality. As the Working Group is aware, the Town of Aylmer is contiguous to the Township and this alternativecould be seen asthe most viable option given the geographical proximity and the The Town of Aylmerwas asked to provide an operational strategyfor policing the Township, complete with a detailed costing summary. The Town has prepared such and have advised that it meets the minimum requirements of O. Reg. 3/99. Within proposal, the level of service to the Townshipfor day-to-day policing can bedescribed as: One dedicated officer for 24-hour patrol (i.e. one cruiser on patrol 24 hours per day). 117 Access to additional resources as situation dictates either through Aylmer Police Services own staff, or reciprocal support agreements with other police forces. The costingproposal for the Aylmer Police Service to provide services to the Township is: Annual operating cost(year 1):$865,087 One-time start-up costs (capital equipment):$221,967 Under the Aylmermodel, Year 1 costs for the Town would be $1,087,054. After Year 1, the operating budget would increase annually by 3%. The proposed term of the initial contract with the Town of Aylmerfor policing services is ten(10) years. Alternative 5:The council may enter into an agreement under section 10, alone or jointly with one or more other councils, to have police services provided by the Ontario Provincial Police. This alternative represents the current policing arrangement in the Township of Malahide where the Townshipcontracts with the OPPjointly with other Elgin municipalities (Elgin GroupServices). The police services agreement between the Town and the OPP provides that the OPP Township mandatory standards of O. Reg 3/99. TheTownship has not identified any concerns about thecurrentlevel of police service that is provided by the OPP. costing proposal was primarily based on a desire for costreduction. The Township was seeking to find out whether or not contracting Aylmer to provide police services would result in annual cost savings for the Townshipwhile maintaining existing service levels. Through conversationswith the OPP,the Townshipisable to determine that the Townshipdoes not have a dedicated officer, and the detachment does not guarantee there will be an officer in the Township on a twenty-four hours per day basis. To meet the mandatory standards of O.Reg. 3/99,an officer is always available for response, and as necessary, additional resources can be called upon if asituation specific response requires those resources. This option has not been considered previously by the Township as there are multiple other alternatives available to the Township as a result of geographical proximity, joint 118 procurement opportunities, and a history of sharing serviceswith other partner municipalities. Alternative 7:OPP default policing as provided for under 5.1 (1) of the Police Services Act. shipwould pay a fixed fee to the Province all other services rendered. Based on information obtained from comparable municipalities, while this option would likelyresult in a low cost, it would also provide the lowest level of serviceto the Township.As stated above, the Township is seeking to maintain or enhance the current levels of service. Financial Implications to Budget: The police costing proposed by the Aylmer Police Service (APS) for year 1 of the contract ($1,087,054 including startup capital costs of $221,967) is comparable to the current cost of OPP policing services ($1,038,535). The Aylmer Police Service proposal projects a 3% annual increase for the term of the contract (10 years). The cost for OPP policing for the next 10 years is unknown at this time, however, over the past 5 years, the average increase has been about 2% per year. The APS proposal includes an initial capital cost related to vehicle and equipment purchases,which makes it a higher cost for Malahide in the first year as compared to the ongoing OPP annual cost. Subsequent years spread the capital replacement costs out over years, thus minimizing the annual impact. Based on the costing proposal submitted by the APS, it is estimated that the Township will see savings over the life of a ten-year contract with the APS; based on the following assumptions: 1.That the costs proposed by APS for ten years remain unchanged, 2.That there is no additional contribution asked by APS for any reason whatsoever 3.That service levels will continue as proposed by the APS and as currently provided by the OPP 4.That OPP costs increase by 2% over the 2020 billing amount, and 5.That there is no change to legislation or other factors that affect policing services in general or particular to OPP or municipal policing.
