Council Remuneration Review Committee Minutes- 2020/09/15 The Corporation of the Township of Malahide Council Remuneration Review Committee September 15, 2020 – 10:00 a.m. The Council Remuneration Review Committee met via videoconference at 10:00 a.m. Due to COVID-19 and public health concerns, public attendance was not permitted at this meeting. The Committee Members and Staff participated remotely. Committee Members: Martin Baelde, Kevin Morrell, Susan Morrell, and Richard Robilliard. Municipal Staff: Chief Administrative Officer/Clerk M. Casavecchia-Somers, and Deputy Clerk D. Wilson CALL TO ORDER: Chair Susan Morrell called the meeting to order at 10:08 a.m. and welcomed those in attendance. DISCLOSURE OF PECUNIARY INTEREST and the General Nature thereof: No disclosures of pecuniary interest were declared. MINUTES: Moved by: Martin Baelde Seconded by: Kevin Morrell THAT the Minutes of the Regular Meeting of the Council Remuneration Review Committee held on August 25, 2020, be adopted as presented. Carried. REVIEW OF DRAFT REPORT TO THE COUNCIL - RECOMMENDATIONS OF THE COMMITTEE: The Committee noted that the following recommendations had been incorporated into the Draft Report to Malahide Council: 1. That, effective January 1, 2020, the following annual salaries for Council Members be established: Mayor $23,947.43 ($300.00 increase) Deputy Mayor $17,679.48 ($400.00 increase) Councillor $12,020.78 ($500.00 increase). 2. That, commencing January 1, 2021, the Council's salaries be automatically increased annually by the same percentage increase granted to the Municipal Staff Salary Grid. 3. That, approximately 6 months before the 2022 Municipal Election, the Council be requested to consider increasing all annual Council salaries by an additional $500.00 to come into effect on January 1, 2023; it being pointed out that the intent of such salary increase is to provide additional incentive for candidates to run for Council in the Fall of 2022. 4. That, effective January 1, 2020, the following annual mileage stipends be established for Council Members: Mayor $900.00 ($50.04 increase) Deputy Mayor $900.00 ($50.04 increase) Councillor $600.00 ($30.00 increase). 5. That, effective January 1, 2020, the Council Member mileage reimbursement per km rate be increased from $0.45 per km to $0.52 per km. 6. That, effective January 1, 2020, the Council Member per diem rate be increased from $165.00 per day to $180.00 per day. The Chair noted that she had reviewed the recommendations and agreed with the two pronged approach being one increase now, and one prior to the next election commencing January 1, 2023. She did however question if the base salary should be increased slightly more as the increase discussed at the last Committee meeting was quite modest. She noted that there was still a discrepancy between what the estimated salaries would have been if wages were not frozen previously. The Chair asked the Committee to consider increasing the base salary recommendations as follows: Council Members $1,500.00; Deputy Mayor $1,200.00; and Mayor $1,000.00. She noted that her suggestions took into account the Committee’s agreement that they did not want a huge spread between the Council Members and the Mayor and Deputy Mayor and have wider gaps as annual percentages increased. She noted that the suggested increases would result in the follow annual base salaries for 2020: Council Members - $13,020.00; Deputy Mayor - $18,479.00; and Mayor - $24,647.00. The CAO/Clerk noted that when the Council approved the 2020 Budget they did approve an amount of $12,000.00 as a place holder in recognition that the Committee may recommend changes to their wages and benefits. As this was included in the approved 2020 Budget, the new increases suggested by Susan Morrell would not have a detrimental impact on the budget as previously adopted. The CAO/Clerk advised that the increases suggested earlier amounted to an increase of $4,300.00, therefore, there is room for further adjustments if the Committee felt they were warranted. Richard Robilliard noted that increasing the base salaries more would further increase the incentive for people to run for the Council positions. He noted that the comparison with other municipalities placed Malahide in the middle for Council wages and the new proposal would only move the wage slightly above the 50% mark, but well in line with other municipalities. Martin Baelde indicated that he felt that the Committee should not let the $12,000 place holder amount influence their decision. He suggested that a $12,000 increase would amount to a 12% increase in the Council’s remuneration, as the current total compensation was about $97,000. He noted that that percentage was a jump from what the Committee originally proposed. Kevin Morrell suggested that the increase that the Chair put forth was a bit too high and instead he suggested doubling the original base salary recommendations put forth by the Committee (eg. Mayor $600.00; Deputy Mayor $800.00 and Councillor $1,000.00). The Chair indicated her support to change the recommended base salary increase amounts as put forward by Kevin Morrell. Richard Robilliard advised that he too was agreeable to the adjusted amounts put forward by Kevin Morrell. Martin Baelde noted that he was satisfied with the annual increases that were originally put forward by the Committee. Consideration was given to the impact to the 2020 Budget and the CAO/Clerk advised that the revised suggested increases to the base salaries would not detrimentally affect the approved 2020 Budget. Moved by: Kevin Morrill Seconded by: Richard Robilliard THAT the draft Report to Council be amended to recommend increasing the base salaries for 2020 by the following amounts: Mayor - $600.00 increase; Deputy Mayor - $800.00 increase; and Councillor $1,000.00 increase. Carried. The CAO/Clerk reviewed the balance of the draft report with the Committee Members asking if there were any adjustments, amendments or additional information required by the Members. She noted that the link to the “Good Wage” website will be added to the Report for clarification. In response to an inquiry from the Committee, the CAO/Clerk indicated that the Chair would present the report to the Council at a regular Council meeting; and that, if any Committee Members also wished to be present to show support for the process and recommendations, they were encouraged to also attend. The Committee agreed that they wished to have their final report presented at the November 5, 2020 Council Meeting. The Chair thanked all of the members for their contributions and advised that she looked forward to presenting the Report to the Malahide Council. NEXT COUNCIL REMUNERATION REVIEW COMMITTEE MEETING: The next Council Remuneration Review Committee Meeting will be at the call of the Chair.
