FIN-20-24 - Feasibility Study for Connectivity Services Report to Council REPORT NO.: FIN-20-24 DATE: December 17, 2020 ATTACHMENT: RfP Submissions SUBJECT: Feasibility Study for Connectivity Services Recommendation: THAT Report No. FIN 20-24 Feasibility Study for Connectivity Services received; AND THAT the Feasibility Study for Connectivity Services Project be awarded to Community Fibre Company, of Lanark, Ontario, at a cost of $49,000 (plus applicable taxes). Background: The Municipal Staff have previously submitted preliminary analysis to the Council suggesting methods to enhance connectivity to the Township facilities and also generate revenue by leasing towers to a wireless internet service provider (WISP) or providing services directly as a WISP to the area. Comments/Analysis: At the direction of the Council, the Staff issued a Request for Proposals (RfP) to retain the services of a professional who would conduct a comprehensive feasibility study and provide recommendations on the technical and financial implications of such a project that would enhance connectivity in Malahide and area. Proposals (see attached) were received from the following: Community Fibre Company, Lanark, Ontario $49,000 EXPERTEERS Corporation, Georgetown, Ontario $88,800 Uplink Wireless o/b Genesys IT Solutions Inc., Belmont, Ontario $21,000 The RfP document noted that a two-envelope evaluation method would be used to score all of the submitted proposals. The proposals were scored on the basis of both their technical merit and financial implications. The Selection Committee evaluated the submissions and based on that evaluation are recommending that Community Fibre Company, of Lanark, Ontario, be awarded the project, for a quoted price of $49,000 (plus applicable taxes). they have the qualifications and experience to achieve them. Their submission commits to the following: Deliverables will include coverage maps showing the resulting fibre and/or wireless service availability. The number of sites and homes which can be served by each PoP or tower shall be determined, as well as the speeds attainable by the technologies evaluated. Deliverables will include a final report detailing the costing and time-lines for the implementation of the recommended solution, as well as financial projections. The report will include a list of suggested vendors needed to perform the required training (including health and safety), engineering services, and equipment, installation, construction, support and maintenance activities. Recommendations shall include a proposed solution for transport facilities to provide connectivity from Malahide to the greater Internet. Costing and revenue projections from providing connectivity to Malahide residents shall be included. The estimated time to complete the feasibility study is 3 to 4 months. They have indicated that they would commence the project in early January, 2020. Financial Implications to Budget: The preparation of a Feasibility Study for Connectivity Services was approved by the Council to be funded from the unconditional grant received from the Province in 2019. The Staff are also in the process of applying for additional grant funding under the Improving Connectivity for Ontario (ICON) and exploring any other funding opportunities for which this project would be eligible.
